It depends on what kind of laptop you have. Generally yes, it would be safe. The magnets are not super strong. If your laptop only has solid state drives (SSD) for storage, you have nothing to worry about. 
However, if your laptop has a mechanical  hard disk drive (hdd), there is a small chance for damage.

Yes, it is safe to put the monitor into a backpack as long as the bag was designed for electronic gadgets or devices like the monitor..
