I think it depends on your carrier and your subscription plan. I'm on AT&T, have a family share plan where we have unlimited call minutes, unlimited texting and the family shares a fixed amount of data. This hot spot is counted as a device on my plan (takes data from my fixed amount) and I'm charged $20 a month for it.
