• Well yeah. You will just have two bills. One from T-Mobile for your phone and the other at&t for your internet hotspot.

• AT&T directly wouldn’t give you enough data directly, might want to check companies like Technowzi.com for unlimited data and then turn on WiFi calling on T-Mobile phone and then your T-Mobile will work using AT&T data provided
