This would depend entirely on the service provider. The device itself supports a static IP address, however AT&T would have to have a service that allows you to be assigned a static IP. For Verizon this is a Machine to Machine service (M2M). I'm sure AT&T has a similar service but it'll certainly be a business class service. You'll need to talk to AT&T and inquire with them.
