“when powering off this phone, it brings up a screen with Lock, Clean Up Memory, Restart or Power Off. Is there a way to move Power Off to the top of the list or to just have it power off without the other options?”

I don't think so. For me, it's not an inconvenience to scroll down to Power Off. Takes a second.
