• Yes; Atari vcs support on the website has directions on how to boot up windows in an external hard drive, it runs steam games great at low settings 720p, I tried over watch and got that to run at medium settings with about 45 FPS

• Yes. I have an external hard drive attached. I previously had Ubuntu, but now have Windows 10. Steam worked great with both OSs.

• If you upgrade the RAM I don't see why not but steam is an app on the home screen of the UI and it works without issues.
