• Yes. Tempest 3D audio is an audio signal that is processed and sent out by your PS5. While Sony says that their Pulse 3D headset is "optimized" for 3D audio, that's really just marketing speak, any pair of headphones that you connect to your PS5 will play with Tempest 3D audio, assuming that the game has it implemented.
