• Yes it can just do not wire it to your reverse lights and it will remain on when car is on

• Yes, the transmitter can be connected to an always-on 12-24 VDC source (such as a running lamp) instead of a reverse lamp. This allows you to toggle to the camera at any point that power is being sent to the transmitter. >JF
