• It depends on how the schools network is set up. You may have to "register" the router on the schools network in order for it to be allowed access. Contact the school's Network Administrator to find out.

• If your dorm has a networking port in the wall, then normally it is connected to a wide area network, so yes, you can plug your ethernet cable directly into the wall jack.
