“are all 3 tiers glass or plastic since it can be seen through?”

All three tiers are a clear and reasonably sturdy plastic. They are numbered 1, 2, and 3 on the handles. They are actually slightly different sizes. You can stack them up to three tall when using them. But you do NOT have to use all three bowls each time you use the appliance. When you store the appliance, you can reverse the order of the bowls, and collapse them down to essentially one tier high.
