• Yes it has instructions and cook time however I found those to be a little long, took some time off and it works great.

• Mine did not include any instructions or a recipe book although the box indicated that it was supposed to. Unfortunately, Bella's website didn't offer as many recipes as I had hoped, and there was no way to sort recipes by cooking appliance.
