Yes, they have little blue lights/purple lights on them whenever someone passes the camera

Yes, the Blink Outdoor 4 camera has blinking lights for setup, system status, and motion detection, including a flashing red light for setup or internet issues and a solid blue light during recording or live view. Sorry, there was a problem. Please try again later.The Outdoor 4 Camera has a blue LED which can be enabled or disabled through the settings during live views or motion recordings. There is also a red LED, but it only flashes if the cameras is disconnected in ready to pair mode. Once the camera has been added to the account, the red light should not reappear unless it falls offline.
