“Can I set up my Blink system with my phone here in the US and ship it to a vacation rental in another country and have someone set it up to the WIFI without my phone physically there, and then be able to access my system from here?”

I would think so. I was in Romania last year and it worked from there!! You might have to set it up on your phone before.....hmmmmm....it has been a while since I set mine up. But i would say you can.
