Yes. I’m a trucker and they do a nice job of blocking out the noise of the trucks around me while I’m sleeping

I live on the side of a mountain, but I'll go out on a limb and say maybe. What I mean is that the roar of the vehicles will likely be masked, but you will hear someone hitting the horn at 3 AM.

Hello Jewie,

The Noise masking Sleepbuds use passive attenuation to mask exterior sounds (think ear plugs). While they will block out most noise and even more with the pre-programmed sounds, they do not use active noise canceling technology.

They masked traffic noise very well. Some of the 10 sounds seemed to mask different frequencies better than others, so you can pick what's best for your environment and personal comfort.

You can vary the level of the masking. They are sound masking not blocking, but they do a great job.
I have mine set to where I cant hear the street noise at a disturbing level but could hear my phone ring, a smoke alarm or my wife talking to me if needed. 
But you can turn them up to where almost all your hear is the noise they provide and even that is at a comfortable level for the ear
