• No, they won't cancel out snoring. They cancel out a constant background noise like the droning or hiss in an airplane.

• They will minimize it at the very least. It will depend on the decibel level of the snoring.

• Depends on how loud the snoring is. I had a roommate on a trip who snored VERY loudly, and I used my earbuds to try to sleep. They cut the consistent snoring, but not the very loud phases. You'll have no problem listening to the radio, however...
