No. The volume is controlled by the device they are plugged into. I have used them with many different devices and never had an issue. I would test your TV connection with ear buds to see if the buds work. If they do, then you may have gotten a broken set of earphones. If the buds do not work, then you need to see your tv manual.

If you have a stereo player, like Oppo /Marantz or Arcam or Rotel amplifier, plug these in and you will see the difference.
