Yes, you can use it without pairing it to cancel out sound. It doesn't cancel out that much. Maybe 70% without playing music. It seems to isolate background noise much better when you have music playing to drown out the extra noise. I originally wanted these to drown out sounds at a coffee shop. Wasn't as dramatic as I'd like. When I play music though--classical or anything I want--the unwanted noise is virtually gone. I don't crack up the volume because I want a little bit of background noise for safety. Haven't been disappointed with these. Would say if you are looking for noise canceling devices only, this isn't what you want--too expensive for just that feature.

Its probably fine if you are sitting in a library and want to block out random noises but not for like using on a plane or train. Need to have something playing to have full effect of noise cancelling.
