Battery stays constant, no matter what the state of charge is. It can be charged via USB, either plugged into your computer or a wall adapter. It comes with a USB cord.

The battery level of the speaker would not affect the maximum possible volume. The speaker comes with a USB charging cable, which can be connected to your computer. You can also connect this cable to a 5V, 1 Amp USB wall charger, available at any electronics store.
