“Can these be purchased for a present internationally? Will the recipient be able to sync it with his other boss products like sound bar and woofer? They have different voltage too so any suggestions for that?”

Yes, I have soundbar 300 with bass. At first the surround 700 speakers didn't sync in because the soundbar need it to be updated. The BOSE techs helped me, it will take 1 to 2 hours to do this process.

The operating voltage of the system is 230V/50Hz and it shows compliance with EU and UK.
