“We are perplexed when the timer stops so does the oven. We take the food out, test it for doneness. If it needs to go back in, the oven has shut down and the preheat function goes back on for several minutes. Is this as designed?”

Yes, the oven will shut down once the set amount of time has elapsed. Because the oven's cavity is small, opening the door will allow a majority of the heat to escape. This will cause the oven to have to preheat to get back to the desired temperature. If you want to check the food while cooking, you might want to try the Rotate Remind function.
