The oven can sit on the counter below the upper cabinets. That is assuming that you have a standard between the countertop and upper cabinet. I have mine placed in an appliance shelf with a little room for clearance. The oven does not required a separate circuit breaker.

It does not require a separate circuit breaker under normal conditions unless you had a very old house needing significant wiring upgrades.
