“Do I need to buy a special hub for C by GE-A19 light bulb? is it working with normal home hub?”

The bulbs will work with any type of hub. I currently have 3 different types ( 2 Google and 1 Insignia) in my home.

Hey Wen. This all depends on what you are trying to do. Our lights will connect directly to a branded Google Home device using the Google Home app without a hub. If you are using Alexa, you will need a C by GE Smart Plug, C-Reach, or a C by GE smart switch to serve as a hub to use Alexa.
