“How does this compare to the Powershot ELPH 170 or 190 IS, in terms of shooting moving objects? The biggest issue I'm having with those is the inability to capture anything moving, even with switching all of the settings and changing the ISO.”

I don't have any experience with the 170 or 190, but you shouldn't expect the 360 to do what an SLR does. Experience produces good results.
