That's the tea infuser. You would place loose tea leaves or tea bag inside the infuser. The water would be placed directly into the glass kettle. As the water is boiling the tea or flavored tea will be distributed to the boiling water.

The purpose is to make tea directly in the kettle as opposed to after the water boils then making your tea in a mug.
