It runs Android tv which is a version of Android. You can run puffin as well as a few other browsers. The original Chromecast cant but the new ones can.

All are offshoot browsers optimized for TV (Puffin TV browser seems alright) and work ok, but pages optimized for a certain browser may come off as odd. There are probably a dozen TV optimized browsers. The Chromecast has an OS and all you need is a TV and a HDMI port. Don’t overthink this.

However, you can still cast a Chrome browser on your computer or laptop to your TV using the regular cast tab or the desktop mirroring option.
