• If you have an open hdmi port, yes. The software built into your TV doesn't matter.

• Yes. Chromecast with Google TV will work with your TCL Roku TV. However, it will only use Chromecast once you switch the source of your Smart TV to HDMI input where Chromecast is plugged in.
