Yes, this is a very good PC, the reason it specifies it's 3 Ghz only is because that's the base clock for the CPU, It reaches upto 4.6 Ghz - 4.8 Ghz depending how far you push it, although you may not need to keep it at this speed at all time, so having it at 3.2 - 3.6 Ghz is good. & Yes, it comes with 64gb @ 3200mhz, and you can add another 64gb totalling of 128gb.
