Stationary speed signs may not always be detected, as they are often used for traffic monitoring rather than enforcement, so occasional non-alerts are normal as they tend to also drift outside of detection range. The “zapping” you experienced was likely from a laser gun. Laser signals can be detected, but because the beam is very narrow, it must directly hit the detector's sensor in your vehicle for an alert to occur.
