I think it runs on windows 8 and newer. You can check the requirements by googling the remaster official site. It’s already on steam. It includes Tiberium Dawn and Red Alert. It’s also on origin but you’re better off getting it on steam as the map editor can’t upload to the steam workshop with the origin version therefore it can’t be shared with other players.
