Will this keep an i9 9900k cool null

Not really a good cooler for 9900k. At stock speeds it will still get really warm when the cpu turbo boosts under workloads.

no. direct pipes dont work well with i9 and the new i7 chips over 100 watts.

I would recommend something a little better like a Moctua or 360mm aio liquid cooler with 6 fans
