Yes, you have to choose the components to put inside the case. The case only comes with three fans in the front and nothing else. You will need to select an ATX motherboard and other components. You could use an already built system and swap to this case but it must have a motherboard that fits with the ATX layout and use of the stand offs that come in the case. I attached a picture of my rig with components that I used this case for.

It's not decorative. You must mount a motherboard inside, and attach all the relevant parts like the CPU, power supply, cooler, memory, GPU, and any hard drives.
