Yes it is, I bought it for my custom build and currently have it running on a i7-9700k it keeps it very cool, the fans are quiet and the overall build looks great. Would definitely recommend this cooler, just make sure you have the room for it.

Yes, as long as the radiator is getting good airflow this model gives plenty of cooling.
