Sorry, there was a problem. Please try again later.Pre-built in the sense that the fans you see on and running, then yes. Is it fully wired to the mini-non-enclosed iCue board. Just a case, nothing else besides what's listed. I also don't recommend using a Corsair AIO for the CPU and an ATX board as there will be clearance issues and will cause you to move the fans on the front of the case to outside and cause the front panel to not sit flush unless its hanging on two prongs instead of four. It's a rather small case even though it is a mid-tower, however its also not top tier for a Corsair case either(Corsair Obsidian 500D is a good suggestion). It'll do the job, just don't expect much. The fans included are quiet and vibrant with color. If wanting more RGB, then I'd suggest getting another commander installed to handle the load, but keep in mind it'll need a USB header on your motherboard.
