It does have fans. As far as prebuilt open it up and install power supply plug fan controller to it and your motherboard. The rest is up to you. My motherboard wasn't capable of controlling the led's I had to get creative and hook the controller to a usb converter, plug that into my gaming laptop while both were running I could change the lighting. My kids and I love the case. With my liquid cooled I5 and video card I can run Doom with full on graphics and never get hot enough to cause any problems.

The case comes as assembled as it can be. The fans are pre installed and pre wired into the rgb hub that comes with the case. The it also has atx standoffs pre installed, so you can start building immediately if you are using that sized motherboard.

Mostly assembled. And it includes 3 Icue Corsair fans. Will need to spend more for same compatible fans if you want to sync RGB to all
