If your just wanting it as a mouse pad then the only time you need it plugged in is for the lights. That you can customize it when using your computer.

yes full time, the reason is that it has two usb ports in which you can connect any device (the most important thing is that with a single usb port you connect all your corsairs devices) so you will have many other free usb ports

For the RGB lighting yes. There is a USB-C connection on the pad so it can be unplugged at the pad or computer.
