YES, I have this on a ASUS TUF X570 MB/ ASUS TUF 5700 GPU WITH THE AMD 3950, and the PSU fan only kicks in under load.

Please try again later.This should work well for those parts that you listed, PCPARTIPICKER lists those at around 380w used (Not including other things that you might be adding ex: CPU cooler etc. ). Now if you aren't going to be overclocking you should be okay, but if that's a path you're going to go down then an upgrade to 850w might be worth it. Keep in mind the RMx series is actually an older model than the RM series.
