• No free scroll as a named feature. But if 'free scroll' as in scroll up or down regardless of which direction you're scrolling? then yes it scrolls up and down while scrolling in one direction

• No it does not. FYI The scroll wheel is also prone to jump around randomly as you scroll, and this is a known issue.
