“In a sofa recliner application this needs to supply power to the recliner on demand when recliner action is turned on. In between reclines it can turn itself off. Does it work like that or does it turn off completely when it sees no load after a few secs?”

I think you are thinking this is a smart device? It works like a surge protector, but when the power goes out, it will supply power to your required application that works within the parameters of this device.
