The HDMI port on the GPU (the one you should be using) works. The HDMI port on the MOBO doesn't work because the Ryzen 3 3100 CPU doesn't have integrated graphics, I believe. If you are trying to use a dual monitor pc setup, you will have to use a display port. If your monitor doesn't have a display port, I recommend buying a HDMI to display port adapter.
