“So I bought this computer about 2 weeks ago. It came with scratches on the frame and inside of the case. my case fans don’t spin at all. I looked into the bios and it says all 3 fans at n/a besides the cpu fan. Why won’t my fans spin.”

Cyberpowerpc prebuilts generally have the fans connected to the power supply rather than the motherboard via molex. Too see it in bios, you'll need to disconnect them from the PSU and connect to motherboard.
