“Does this have an "additional" PCI E slot or does the video card that comes with it take up the 1 slot? In other words is it possible to hook up 4 monitors so this via 2 video cards?”

There is an open PCI E slot available that is located below the video card. I am not sure if you can install another video card that needs two slots as there are SATA cables which might interfere in what you are trying to achieve. I have attached a photo for you.
