I am positive that this pc ran run at Max most likely because the minimum Graphics card you would need to run at Max Graphics at 60 fps is the RX 460 and the RX 560 in this pc is a generation higher so it is most likely for it to run at Max Settings at 60 fps. Also, I was looking at this Graphics card and found out it is efficient for 1080p. Yes, you will be able to play at Max Settings at 60fps at a resolution of 1920x1080(1080p)while recording with OBS most likely. Maybe the processor might hold it back, but other than that your good.
