• No it cannot. Best Buy is a Microsoft authorized retailer so new computers they sell will all come with Windows 10. Older models on the website will ship with the older outdated os.

• I do not believe you can use a discrete graphics card with this model. The power supply is not adequate. I believe it is a 240 watt power supply and most cards require 300 watts or better. This computer is good for basic computing but not for graphics or games.
