The base or (bottom) speed of the laptop is 1.6 GHz. It boosts up to 4.0GHz, which provides a great range of use. They don't always specify the range of the processor. The reason it goes as low or lower than 1.6 GHz is for battery life. If you are doing something on the computer that doesn't require high performance, it will slow down the processor to preserve battery life. You are right. The faster the processor, the quicker the computer will be able to handle various apps. I use it for a 3-D modeling class, and it works great!
