No, this laptop requires a TYPE C adapter whose wattage requirement is more than the power supplied by a phone charger. Dell's manufacturing facilities are located across the globe. Any product's manufacturing location could be identified with its unique serial number. This would be on a sticker at the backside of the monitor. You should see it on receiving the monitor.
