“Can I switch devices on only the mouse, or do I have to switch devices on both the mouse and keyboard?”

Yes. you can switch any one of your peripheral devices that you have connected to the USB receiver. No need to switch both.

To the best of my knowledge you can choose to use only one, either the mouse or keyboard as it worked for me. But you can't use them on separate devices as they come with only one plug in usb bluetooth adapter.

Each device needs to be switched if you want both to be changed to the other system, but you can still just switch the mouse if you want.
