Is this a 64BIT installation of windows? null

we received a windows 10 32bit Optiplex 790 and if you check Dell's website it will tell you that operating system is not supported. I am on hold now with Best Buy trying to ask them why they would sell a PC with an operating system that is not support. So, no it will not support 64 since the 32 bit we have now wont run any of the drivers needed to operate the pc correctly.

Yes it’s suppose to be but I would check anyways in your settings ASAP once U revive it
