The tracking uses cameras mounted on headset. It uses landmarks in the room to derive your position in 3d space. It is best used in a well-lit environment although I suspect that Microsoft will continue to improve their tracking algorithms. The graphics card shouldn't much to do with it. I've noticed that my controller tracking gets a little wonky when I'm using a bluetooth headphones. Additionally, if the ground plane is the issue there is an application included that allows you to calibrate the ground height.
