“Can this machine make an actual caffe latte where the espresso is brewed first, then the milk, so it's more evenly mixed? Or does the "latte" option really just mean "latte machiatto" where the milk comes first, then the espresso?”

In auto mode the milk comes first. But you can manually add the espresso first, then add the steamed milk to taste after
