“I am having great difficulty connecting my Roku TCL to my Devon receiver.Have HDMI connected to ARC and I have tried every thing. Please help!! Might have to return the receiver if not.”

ARC is disabled on the TCL tv by default. The following link provides instructions on enabling ARC. https://support.tclusa.com/televisions-setup-configurations/connecting-a-sound-bar-to-your-tv-using-arc
